That suction cup covers the monitor's annode, a very high voltage part that will shock the heck out of you unless you discharge the tube, something you should be doing anyway if you are messing with the monitor PCB. The suction cup, BTW, is really more of a dust cap that covers the annode - there really isn't any suction to speak of. To summarize the discharging procedure: 1. Attach a good electrical cable to both a flat screwdriver with an insulated handle and the metal "tube holder" tht is holding the monitor together. I use aligator clips. 2.With jewelry removed and your other hand in your hip pocket, gently stick the screwdriver blade under the suction cup until you contact something metal in the cups center. You might hear a loud pop or crackle, but you might also not hear a thing. 3. Do it again in 10 minutes, to ensure a complete discharge. 4. Now you can remove the plug underneath the suction cup. You can peal the cup away a bit to see how the clip on the connector works - you generally squeeze the two sides 90 degrees from the cable and pull out. I plan on doing a faq on this (along with photos!) when I get a free week - I have tons of photos from my last cap kit job, and it might even make a good read. Stay tuned. Also, check SPIES.WIRETAP.COM for more cap kit info. Or you can ask Zanen (or wherever you got the cap kit) for more instructions - they are very helpful.
